Reform maturity varies by row: queue gating is adopted and in force; ride-through has moved past NERC's May 2026 Level 3 Alert to mandatory rules in ERCOT, with a NERC standard directed for year-end 2026; co-location and jurisdiction remain contested.

Each section's Assessment box carries a Settled / Likely / Emerging / Speculative confidence tag (see the Key Takeaways key). The tag records how well supported a judgment is, not how far the reform it concerns has matured: an adopted rule can carry an Emerging assessment of its effect, and a contested reform can rest on a Settled fact. Speculative is reserved for genuine forecasting — a projection of what a body will do or a market will produce more than about a year out, where the evidence supports a direction but not a date or a magnitude.
