Retention: at least half the new load in 88% of curtailment hours, three-quarters in 60%, nine-tenths in 29%. The study adds a constant new load in all hours against each balancing authority’s maximum observed seasonal peak, and its stated limitations list network constraints first among the factors that would reduce the estimate, with unused reserve capacity among those that would raise it.
